I just downloaded and checked the tar.bz2, tar.gz, zip, and rpm files from sourceforge and the index.php file was fine as far as I can tell. Maybe you should try a different sourceforge mirror? If a particular package or mirror is giving up corrupt files please let me know exactly what the link to the download is so I can try to reproduce it.

and picked up index.php and replaced the installed file. Again got Configuration file not found or unreadable
Took the index.php from beta2 and replaced again. Now it worked!
The problem is that the default hastymail configuration file location changed for the 3rd release. Sorry about that. To be more consistent with the newer naming scheme I moved the default config location to /etc/hastymail2/hastymail2.rc. This is defined in index.php (which is why it works with the older version). You can either move your config file location (recommended) or edit index.php to point to the older /etc/hastymail/hastymail2.rc directory.
Sorry about that. Its in the CHANGELOG file but not explained with much detail.

Another issue. The Swedish characters åäö could not be used in a mail. If used the disappear in the heading (subject) and textfield when sending the mail.
I am unable to reproduce this problem. Can you send a message using Hastymail2 with these characters in both the subject and body of the message to jason at hastymail dot org for me to test?
